(Feb. 5, 2015) At its meeting on February 3, the Ichabod Crane Board of Education voted to approve the Alternative Veterans’ Tax Exemption at the basic maximum exemption levels as defined by the Real Property Tax Law §458. The exemption would be applied to the 2015-16 fiscal year, for school property tax bills this coming fall.
The exemption levels for eligible veterans are as follows:
Per Columbia County Real Property, there are $12,298,060 Veterans’ Exemptions in the district using the Basic Exemption (Level A). This represents 1.02 percent of all assessed property value in the district. The $12,298,060 is subtracted from the overall assessed value, which in turn will result in a lower school taxable value.
The impact on non-eligible property owners is estimated at an increase of $29 per year in property taxes for a property assessment of $150,000, $37 for a property assessed at $200,000 and $48 for property assessed at $250,000. The actual impact will be known in August when assessment rolls are finalized and school tax rates are set by the Board of Education.
The Board also authorized the Gold Star parent provision which extends an exemption to parents whose children died in the line of duty while serving during periods of war.
According to Columbia County Real Property Services, there are 652 veterans living in the Ichabod Crane School District who are eligible for the exemption. Veterans who already receive the exemption through their local town/county do not need to file an additional application for a school tax exemption.
The Real Property Tax Law §458 was expanded in Dec. 2013 when Governor Cuomo signed the law stating school districts across New York state may opt to pass a resolution to provide partial property tax exemptions to veterans residing in the district. Prior to the new law, only towns, counties, villages and cities offered veteran exemptions. The law also requires that districts hold a public hearing on the issue. The ICC Board of Education held its public hearing on Nov. 18, 2014.
Unlike STAR, the state does not reimburse the district the revenue it would lose from veterans who qualify for the new exemptions. Instead, this exemption will cause a shift to other taxpayers in a district who would have to make up the difference. The Ichabod Crane Board of Education passed a resolution on Dec. 2, 2014 calling upon the Governor and Legislature to keep the Alternative Veterans Exemption as applied to School District taxes off the backs of school districts and taxpayers.
(Dec. 5, 2014) The Ichabod Crane CSD Board of Education passed a resolution at its meeting on Tuesday night calling on Governor Cuomo and the State Legislature to "reexamine and amend Real Property Tax Law 458-a to equitably provide and fund the Alternative Veterans Exemption as applied to School District taxes."

(Feb. 10, 2014) Under a state law signed in December by Gov. Andrew Cuomo, school districts across New York can authorize partial property tax exemptions for military veterans. The state has left it up to school boards to decide whether or not to pass a resolution that would enact the Alternative Veterans’ Tax Exemption. Previously, other local governments (counties, cities, towns and villages) were authorized to offer the partial property tax exemption to veterans. School districts could not.
As stated in the Real Property Tax Law Section 458a, lower and/or higher amounts can be adopted by each school district if it chooses to do so.
A preliminary discussion about the new law took place at the Ichabod Crane School Board’s February 4 meeting, but the Board has not yet considered a resolution regarding the Veteran’s Tax Exemption. Before the Board could vote on such a resolution, the District would need to hold a public hearing. This hearing, and subsequent vote on the resolution, would need to be held prior to March 1st for the exemptions to take effect this fall, September 2014.
Before making any decision, the Board will want to know more information about the exemption, including the implications for ALL taxpayers in the district, both veterans and non-veterans. It is anticipated the Board will hold a public hearing after March 1, 2014, therefore, an adopted resolution would take effect, at the earliest for the 2015 tax season.
“This is a new initiative,” Superintendent George Zini said. “The board is going to closely examine the impact of it before making any decisions on adopting the exemption.”
